With the publication of Regulation TEC/212/2019 of 25 February, the planning process for the 2021-2026 electricity transmission grid begins, the basic objective of which is to transform the grid into a key vector of energy system transformation, and which is intended to support the achievement of the objectives of the Integrated National Energy and Climate Plan 2021-2030, notified to the European Commission and approved on 1 January 2020.
Following the publication of Regulation TEC/212/2019 of 25 February which initiated the procedure for launching proposals for the extension of the electricity transmission network, Red Eléctrica de España has three months to receive proposals for the extension of the transmission network submitted by the electricity sector, the Autonomous Communities, the Autonomous Cities of Ceuta and Melilla and the promoters of new electricity generation projects.
The principles laid down for the preparation of the new planning include fulfilling the energy and climate commitments set out at national level in PNIEC 2021-2030, maximising the integration of renewable energy into the electricity grid and enabling its evacuation in areas with high development potential where this is ecologically possible. In addition, the improvement and updating of the existing network and the use of new technologies will be a priority.
On 1 March, the Spanish Government began preparing the new infrastructure planning for the electricity transmission network with the publication of a regulation in consultation with Red Eléctrica de España to receive applications and proposals for new accesses and power generation projects. Almost all expected applications will be in the field of renewable energies.
In order to comply with that Regulation, which concerns the electricity sector, the Autonomous Communities, the Autonomous Cities of Ceuta and Melilla and the promoters of new electricity generation projects, the Andalusian Regional Government, through the Ministry of Finance, Industry and Energy, has published a Regulation to encourage the participation of interested companies.
This Regulation of the General Secretariat for Industry, Energy and Mines allows a communication mechanism to be set up to transfer the promoters’ plans to the Administrative Board, with the aim of “formulating the proposal to be adopted by the Autonomous Community in a more complete and reasoned manner”, as the regulation states.
The communication must contain the data of the natural or legal person of the developer or owner of the installation, the data of the legal representative of the developer or owner, the name of the installation, the type of technology used for production, the installed capacity in megawatts, details of the connection to the transmission network they wish to use and the substation or network node to which they wish to have access, together with the name and voltage.
These applications must be submitted to the Andalusian regional administration by 12 April.
